During the early Ming Dynasty, Zhu Yuanzhang’s political reform, which abolished both the position of prime minister and the system of executive secretariats, has caused an upheaval in central political governance. Zhu, throughout his pursuit of the high concentration of power, was facing with the low efficiency of decision-making by the central government. Whereas, Zhu insisted on a political regime of “Zu Zhi (governed by ancestor emperor’s precept)”, which to some extent created both stable and close-minded politics landscape during the Hongwu Era. The stability and closeness of such political regime have produced a profound impact on the political evolution in the Ming Dynasty, which summarized in Huang Zongxi’s words is “The unwise politics started from the Ming Dynasty when the Hongwu emperor abolished the positon of the prime minister”. Zhu is as diligent as working bees in his management of political affairs, whereas becomes characteristics of Hongwu emperor’s governance that can be neither reproducible nor system guaranteed. The approach of maintaining the highly centralized royal power while solving the low efficiency of decision-making has not realized through the political system reform. However, the reform directed the way and left possibilities of political changes for later emperors. “Neige” in the Ming Dynasty is aimed to maintain the high centralization of imperial power and to improve the inefficiency of central decision-making. However, the development of “Neige” politics has no clear boundary, which has caused the arbitrary manipulation of imperial power and eunuch dictatorship. Therefore, it is more accurate to say that, “The unwise politics actually started from Neige”.
